  1. Preheat oven to 375 degrees. Coat baking sheet with nonstick spray.
  2. Mix together oatmeal, flour, sugar, baking soda, salt and cinnamon in a large bowl.
  3. Cut in margarine until mixture resembles coarse meal.
  4. Combine oil, vanilla, egg whites, and water. Stir into dry ingredients and raisins, mixing until it just holds together.
  5. Coat washed hands in cornmeal or flour. Pinch off pieces of dough and form into balls about 1 inch in diameter.
  6. Place balls on baking pan and press out slightly to about 1/4 inch in thickness.
  7. Bake 15-20 minutes or until lightly browned. Remove from sheet and cool completely.
