Scalloped Potatoes

Ingredients
- 2 tablespoons margarine, divided
- 3 large potatoes, thinly sliced
- 1 cup onions, sliced
- 3 tablespoons flour
- 1/4 teaspoon ground pepper
- 2 cups whole milk
Directions
- Melt 1 tablespoon of margarine in a skillet.
- Remove from heat, spread half of potatoes in skillet.
- Cover with onions. Sprinkle with half of flour and pepper.
- Add remaining potato slices, flour and pepper.
- Cut 1 tablespoon of margarine into small pieces and place on top of potatoes.
- Pour milk over potato mixture and bring to boil over high heat.
- Reduce heat to medium low, cover, and cook until potatoes are tender, about 15 minutes.
