  1. Heat oil over medium high heat in a large pot. Add beef and cook to brown on all sides, about 2 minutes per side.
  2. Add reamining ingredients and fill with water until ingredients are just covered.
  3. Cover pot and simmer for approximately 1 hour.

Slowly cooking the beef will help make it tender.  You can use any type of potato in this recipe.
