  1. Preheat oven to 350°F.
  2. Brown the ground beef in a large pot over medium-high heat.  Drain excess fat and return to pot.
  3. Reduce heat to low and add onion, bell pepper, tomatoes, water, rice, chile sauce, cumin, Worcestershire sauce and ground black pepper.
  4. Let the mixture simmer for about 30 minutes, stirring occasionally, then transfer to a 2-quart casserole dish. Press down firmly and sprinkle with the shredded cheddar cheese.
  5. Bake for 10 to 15 minutes, or until cheese is melted and bubbly. 

Recipe Tips

Try adding parsley or cilantro for added flavor.
