  1. In a large bowl, combine cabbage, carrots, green pepper and onion. Gently toss ingredients together. Set aside.
  2. In a small bowl, combine milk, lemon juice, vinegar, mustard, and pepper. Add to cabbage mixture. Mix well.
  3. Chill before serving.
