  1. In a large saucepan, heat oil over medium heat. Add onion, green pepper, celery, and rice and cook until soft, about 5 minutes.
  2. Add tomatoes, chicken, water, chili powder, and pepper to rice mixture. Break tomatoes apart while cooking.
  3. Bring to a boil and stir. Cover and cook on low heat. Cook until rice is tender (about 25 minutes).
